The justification for keeping SEU in the operating system is that system administrators need it to modify CL programs while in restricted state. However, maintaining SEU hinders developers from transitioning to modern, more efficient development tools and complicates the use of DevOps practices on IBM i. My proposal is to restrict SEU's functionality to the restricted state only. This approach addresses the needs of system administrators without impeding the adoption of new development tools for programmers.

bad idea as there is still some good reasons to use SEU for a quick change whilst system is up and running.
