Live Partition Mobility: Allow overrides of CPU and LPAR ID on target CEC

For hosted environments, moving a partition from P9 to P10, for example, is often not at CPU-for-CPU but at CPW-for-CPW (e.g. 15000 CPW = 1 CPU on a 9009-22a but not on a 9105-22a). And LPAR ID is automagically assigned.
This is counter-productive, and limits the efficiency of LPM. Further, it prevents proactive procurement of keys for third-party software software whose vendors require an LPAR ID in order to issue the key.

Idea:
On the override page, permit manual assignment/override of LPAR ID
On the override page, permit Min/Required/Max CPU allocations to be overridden.

Benefit:
Eased customer acquisition of third-party software keys requiring and LPAR ID
Accurate CPW allocations for hosted environments where compute capacity is allocated by CPW (regardless of Power7/8/9/10)

    What a great idea! This would make licensing when you move MUCH easier.
