The QPWDRULES system value allows for setting many different password rules in one system value as opposed to adding multiple QPWD system values to cover all of the different rules that an implementation might want to enforce. It provides support for the existing QPWD rules system values along with additional rules that have been requested.

I doubt IBM will enhance the old way of setting password rules. Besides that, new System Values are usually only introduced with a new IBM i version and IBM i 7.6 was announced less than a week ago, so it is at least 2 years before next version
I think you are better off to convert your password rules to use the new QPWDRULES and you will have a better way to tailor the password rule by using the QPWDRULES than stick to the *PWDSYSVAL.
They have an auditors requirement and explaining a major shift in their security value strategy is a challenge. So having QPWDRULES as an add on vs replacement or just providing a system value to enforce case sensitivity would be sufficient.
