RACF should support dynamic altering the RACF database configuration

Currently, the names of the RACF databases are defined in the SYS1.PARMLIB(IRRPRM00) parmlib member. Those dataset names become constant for the IPL. They can not be changed without SYSPLEX-wide IPLs which would cause the customer massive outages and pain minutes. This will be the problem when customers try to roll in a new Linear VSAM RACF database in preparation for having their RACF database(s) encrypted. IBM even admits that "it is not feasible" to do SYSPLEX-wide IPLs, so what is the customers to do? We can not get there from here.
