Increase Ease of Bringing System Monitors Online

Problem Statement

When the System Monitor service is down (either shutdown or post IPL) each system monitor needs to be activated individually and through the Navigator for i interface.

Solution Request

In addition to being able to bring the System Monitor service online without logging into Navigator (console program), it would be greatly beneficial to be able to start monitors during initial startup program or console without having to login to Navigator. This would help automate bringing up critical system metric data that is possibly being automatically ingested from external sources and tethered to alarming mechanism.

If this would be available via program execution there could be optional arguments to specify `OWNER`, `MONITOR_NAME`, or possibly `DATA_SOURCE`. If implemented via program it could also be integrated into startup program to help automate bringing these alarms online post IPL.

    This was a 2 part request. The first part - handling the monitor server - is covered already.
    The second part for providing a new command that would allow a user to start a stop a specific monitor is a new request. We will put this in our list of potential work. IBM will use votes and comments from others in the community to help prioritize this Idea.
