Enhance QCAPCMD CL Syntax Checking to Report position of detected syntax error

The QCAPCMD API can be used to syntax Cl commands or run them. When syntax checking, the API logs error messages in the joblog, and also returns a "Command failed" type messages to the exception/error structure.

As we move to non-SEU interfaces to do development, the need to syntax check CL Commands is high on the priority list. 

This request is to enhance the currently the primary way to syntax check CL commands, the QCAPCMD API. Today it simply returns a yes/no indication of syntax checked or failed... except to the joblog. 
This request is return the specifics about the syntax error ("parentheses missing at position 72") so that we can report that to our users.

Tools like Rdi and VSCODE can then move the cursor to that position and also show the message to the end user.

Today all we can do is display a generic "Syntax error" message and hop the user can locate the issue themselves. 

Please add a return parameter that contains an array of the errors that we detected and a code or text description of same.

    The CAAC has reviewed this IBM Idea and recommends that IBM not implement this request.

    We suggest you should use the QCMDEXC scaler function or procedure.
