Add parameter for SEND_MESSAGE service that specifies Message Queue

THE SEND_MESSAGE and LPRINT functions are nice, but many of us have message queue monitoring utilities and would prefer to pick where to send the messages to other than QSYSOPR.  Notably, MS Copilot already claims the parm is there!

    The solution to this Idea has been delivered in November 2025 with IBM i 7.6 database PTF group 2 and IBM i 7.5 database PTF group 11.
    The SEND_MESSAGE procedure has additional parameters to specify the message queue name and library.

    IBM will use this Idea as input to planning, but no commitment is made or implied. This Idea will be updated in the future if IBM implements it.
