Add a compiler directive to emit a message to the compiler listing

Under special circumstances it can be useful to add a user defined warning or error to the compiler listing - even to the extend, that a module should not compile.

A new compiler directive "/MESSAGE" should be introduced like this:

/IF NOT DEFINED(some_condition)
/MESSAGE 30 This module could only be compiled if "some_condition" is defined!
/ENDIF

The compiler directive should /MESSAGE should accept an error severity from 0-99 and an error message text. Alternatively an message file and message id

/IF NOT DEFINED(some_condition)
/MESSAGE CPF1234 *LIBL/QCPFMSG
/ENDIF

In this case the message id itself defines the severity and text of the message. If the message file is not explicitly stated, the RPG compile message file should be used:

/IF NOT DEFINED(some_condition)
/MESSAGE RNF5051
/ENDIF

This new compiler directive gives the developer the opportunity the prevent code from being successfully compiled, or at least add a warning or information message to the compiler listing.
