From what I read, you have tried installing a Python module for Google Pub/Sub, but it did not work on IBM i due to the module containing C code, correct? Python modules are often written in C (for performance reasons) and this can make it impossible to run the module on i because of compiler differences.
Have you tried a nodejs solution? There is a npm module, which I just installed on an IBM i 7.5 without any problems:
npm install @google-cloud/pubsubI did not test the package was working, so there could still be problems with this.
If the nodejs module does not work, you should probably look at a Java solution - Manzan was mentioned below, but this seems to only have Google Pub/Sub as destination and not as a source.

Have you checked out the open source project Manzan that is initiated by IBM?
Manzan is still in technology preview, but according to the documentation it should have support for Google Pub/Sub.
