Add issuer certificate serial number in qsys2.certificate_info and QycuRetrieveCertificateInfo API

In the DCM GUI, the hierarchy view provides the certification chain: the authority (one or more) + the client/server certificate.

However, there is no solution for finding this link using code:

The qsys2.certificate_info SQL service and the QycuRetrieveCertificateInfo API allow you to find the common name of the root certificate, but not its serial number.

Since the common name is not unique, it is complex to establish the Certificate->Authority link.

For example, for local authorities: common name: system_name_CERTIFICATE_AUTHORITY, label: LOCAL_CERTIFICATE_AUTHORITY_serialnbr(xx)

Adding the root certificate serial number to the qsys2.certificate_info SQL view and the QycuRetrieveCertificateInfo API would make this link simple, fast, and reliable.

Today, the only solution I found is to export the certificates in X.509 to compare the values of "Subject Key Identifier" and "Authority Key Identifier"
