Teach "Refactor | Rename to use file ALIAS" about variable scoping

I had occasion to use this refactor function today and it surprised me.  I have used it before with much success.  

I had a file declared globally that contained a field FIELD1 (we'll say).  I also had an externally described data structure in a sub-procedure that also contained a field named FIELD1.  When I used the Refactor option "Rename to use file ALIAS" it renamed the locally-scoped FIELD1 from the externally described structure to the field name from the file.  This would have caused a difficult to locate logic error had I not noticed.

It would be better to not change variables that are not file fields when using "Rename to use file ALIAS", even if they are named the same.
