RPG Source compare for *functional* differences

As many of us are doing these days, we are converting our old RPG 3, RPG ILE, etc. to 100% free RPGLE (**free) and making changes in VSCode.   This is good.  However, When you have to Peer Code Review your co-workers changes, it is extremely difficult to determine what has been changed.  (and if the conversion to 100% free RPGLE has been successfully implemented). 

It would be good if IBM could create a utility that could compare the FUNCTIONAL differences between the old source and new source.   For example, functionally speaking, this line in RPG IV

C                   EVAL      RESULT = A   

is the same as this line in 100% free RPGLE

result = a;

CMPFM would count this as a totally different line.  But FUNCTIONALLY, it is the same.  So the utility that I'm proposing would not count this as a changed line in a diff report. 

Ideally, this utility program would be wrapped in a (free!) VSCode extension.   Sounds like a good project for an IBM Developer and an LLM, doesn't it?

    The benefit of such a tool, to me, seems extremely low and out of context for the RPG IV language. It also seems short-lived (finite window of usefulness, but that's not a show-stopper, and also very limited in user-base pickup. I hate to sound like the old 1980s Microsoft team, but "You can write that yourself today" so why don't you?)
