Add "Tape Library" or "Location" to the STRMNTBRM command.

The STRMNTBRM command currently lacks parameters for explicitly specifying a tape library or BRMS location. In environments with multiple tape libraries, each mapped to distinct BRMS locations, this limitation results in incomplete tape initialization across libraries.

For example, even when all tape locations share the same media class but differ in volume naming conventions, STRMNTBRM will only initialize tapes associated with a single library. As a result, tapes belonging to other libraries are ignored during the maintenance process.

    The BRMS team would like more information about this environment to help understand this request. Are the two tape devices that are being used using the same BRMS media class and is the media class set to initialize media on expiration? The initialize function which runs during maintenance uses the media class setting of 'Initialize media on expiration' to determine if initialization should happen which should not require STRMNTBRM to have to specify the tape library or BRMS location.

    To proceed, please confirm:
    - The media class assigned to each tape device.
    - Whether the media class has 'Initialize media on expiration' set to *Yes.

    Providing this will help the BRMS team validate whether the expected behavior aligns with your configuration.
