Fail the compile when source information cannot be inserted into the object

When a module is created, the source information is inserted into the object description. There can be a situation where the source cannot be allocated to fetch the information. Instead of failing the compile, the source information inside the object is left blanks and a warning is placed in the job log. 

This is an issue for Change Management providers that try to keep their bookkeeping in order. In general, knowing the source the object was compiled from, is an audit requirement.  

Before APAR SE27854 [1] this was a failed compile. For some reason it was decided to not fail the compile anymore but leave the object in an incomplete state (from a CM and Audit perspective).

This idea requests to revert that fix and fail the compile. Compiles fail for many reasons, not being able to complete the bookkeeping is a good reason to let it trip.
