Create %PROGNAME built in function

We have the RPG built in function %PROC to return the name of the current procedure, I think it is time that we have the same for the name of the current program. By all means we can get this from the program status data structure, it would just be easier to have available in a built in function too.

    And please include the program's library name, too.
    So in a library list environment, one can distinguish between e.g. Test and Production, where the program has the same name but resides in different libraries.

    That would be very useful, e.g. for global error routines. Using %PROC and %PROGNAME in stead of using PSDS info.
