Allow constants to be used when defining sql data types.

Currently, when defining SQL LOB types, the length of the field must be defined using an explicit value.

Often I've found that it would be better if the length of the LOB type can be a constant value, as that value is used elsewhere.

dcl-c maxDataLen 50000;

dcl-s data char(maxDataLen);

dcl-s localData sqltype(clob:50000);

It would be useful to be able to define the LOB type like this:

dcl-s localData sqltype(clob:maxDataLen);
