Add the ability to change IFS journal inherit flag regardless of journal state

When you set the inherit flag for a directory when starting journalling there is no way to remove that flag without ending journalling, starting journalling again without the flag set and then ending journalling again. You also cannot change the flag once it is set on the subtree without going through all of the IFS directories and ending/starting journalling again. There is no way to set inherit rules for each directory either (see previous idea). Would like to have an option provided on the commands and API's that allow the flag to be set at any time, or at least have the flag set to no inherit on ending of journalling.

    The CAAC has reviewed this IBM Idea and recommends that IBM view this as a “nice to have” low priority feature.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers.  CAAC has a key role in working with IBM i development to help assess the value and impact of individual IBM Ideas on the broader IBM i community and has therefore reviewed your Idea.
