Power Advanced Toolchain support

Advanced Toolchain is unsupported, therefore not desirable/usable for Banking.
Add support (similar to IBM Elite support, to IBM PowerAI Enterprise, which is already a package heavily based on services of open source

Use Case:

Some 3rd party products already reference this package (e.g., performance monitoring) and therefore have a strike against them. It also provides packages optimizing performance, which is what the AC922. Including use could boost AC922 differentiation from Intel competition.

    Sorry. Didn't read your comment carefully... Advanced Toolchain is NOT an IBM product. it is an offering sponsored by IBM. But you are right in your link, specifically https://developer.ibm.com/linuxonpower/advance-toolchain/advtool-installation/#redhatinstalltabs
