I am looking for a way to render the overlay image onto the developement tool. That way I can see where I should place data fields... so they line up with the overlay once the docment is printed. I am using AFP for fonts and other printing techniques.

It was not implemented due to limited time and many competing priorities.
I am wondering if your requirement is a little more modest. I.e. are you simply looking for the OVERLAY keyword to render the image in the background, but you are still using row/column positioning rather than the POSITION keywords? And you are not taking advantage of other AFP keywords to change the font or other advanced techniques?
