Report designer in overlays

Within Rational Developer for Power Systems allow the report designer to pull in any overlays so the designer can assist in lining up the print file data around the form (overlay).

Use Case:

Currently, we have use the USDA's health certificate form as an overlay. It can be tedious lining up the print file data on this overlay... and you don't know the results until you execute the program and gerenate the output.

I am looking for a way to render the overlay image onto the developement tool. That way I can see where I should place data fields... so they line up with the overlay once the docment is printed. I am using AFP for fonts and other printing techniques.

The previous related RFE 17979 which requested full AFPDS support.
    https://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=17979
It was not implemented due to limited time and many competing priorities.
I am wondering if your requirement is a little more modest. I.e. are you simply looking for the OVERLAY keyword to render the image in the background, but you are still using row/column positioning rather than the POSITION keywords? And you are not taking advantage of other AFP keywords to change the font or other advanced techniques?
