ScreenDesigner should support Compile Menu in Design or Preview mode

When opening a member with Screen Designer, the Compile Menu is shown only when in the source tab, it is not shown when in the Design or Preview tabs.

I believe the Compile menu should be available irrespective of the tab that is active in the editor. The ctrl-shift-C shortcut sould work also in any tab.


Use Case:

Only change a user has to make is moving some fields, so he does it in design view.
User uses the Compile menu to recreate tue DSPF
