Position line selected from COBOL outline more usefully

PMR (or SR) 36551,422,000 actually dealt with which editor view was positioned from a selection in the outline.

This is a request to have the selected line appear at or toward the top of the editor window. Currently, the selected line (paragraph, section, etc.) often appears at the bottom of the editor window. This requires the programmer to reposition the line to make it useful.

A minor annoyance, but it would help make the case to use RSE stronger.

Use Case:

When selecting a paragraph (or section, etc.) from the outline, position that line at (or near) the top of the editor window.

Thank you for taking the time to submit your request. After careful consideration, we know that we cannot deliver your requested enhancement in the near term, so it is being declined. However, your request does align with the future strategy of our product and we believe it may have future value, so we will add it to an internal list for us to keep in mind for the future.

We have reviewed this requirement and we feel it would be a beneficial enhancement to the product. We hope to be able to add it to our development plans in the future.

An update from 13 Jul 2016:

The behavior of positioning at about 2/3 the way down the editor panel is not consistent. I clicked on a Section name in the outline and it positioned at the very bottom of the editor--not very useful.

It appears progress has been made on this. I'm currently running 9.5.0.3 and clicking on a paragraph in the outline positions it about two-thirds of the way down the editor--it used to be at the very bottom. While this is an improvement, it would be better to have it at least around one-third the way down the editor panel (or even at the very top). I don't know of any language where the tag for a section of code is at the bottom of that section.
