Check for presence of folder in IFS root with same name as IASP during VARY ON process

During our recent failover the IFS situated in the IASP was not visible/accessible for the user after the VARY ON of the IASP.
Fortunately I remembered this issue from my period at STG LabServices and I could correct the situation.
The work around is to vary off the IASP, delete or rename the folder and vary on the IASP again. This procedure (plus the time to find the root cause) is very costly time wise (and even stressful in case of an unplanned failover with PowerHA).
As this issue is generic I would like to aks if you could consider to perform a check during the VARY ON process for the existence of a folder in the IFS root with the same name as the IASP being varied on and then rename it with clear messages in the SYSLOG and QSYSOPR.
The folder could have been created manually, during the installation of a product that points to the IASP for its parameters and files and is being installed on the failover system or simple accidentally running that product that points to the IASP.

Use Case:

See above in description

IBM plans to implement a solution similar to a duplicate library or spool file. If a non-empty directory with the same name as the IASP exists in sysbas, the vary on will be paused and an inquiry message will be posted to the QSYSOPR message queue. The user can then respond with:

I (ignore): legacy behavior, attempts the mount anyway and fails, leaving CPDB414 RC=1 in the job log but successfully varying on the IASP
R (retry): retry the mount (after user has deleted or renamed the directory)
F (force): force mount over the existing non-empty directory
C (cancel): cancels the vary on
