Provide the community edition of xlc compiler in the Open Source (5733OPS) package as well as the gcc compiler. RDi needs to have a plugin to support the compiler as well.
Allows building of Open Source binaries for IBMi Open Source projects.

.The 5733-OPS product is a collection of Open Source products, while IBM XL C/C++ compiler is not Open Source so it would not make sense to include IBM XL C/C++ in 5733-OPS. The newly announced "Community Edition" is also free only for Linux on POWER running in Little Endian mode. There is no "Community Edition" for AIX that would run in PASE.
