Enable compilation of full free-form RPG to 6.1 from 7.1/7.2

ILE RPG compilers on 7.1 and 7.2 should support compiling full free-form RPG when a target release of 6.1/V6R1M0 is specified.


Use Case:

Many companies are running IBM i systems that predate 7.1. 6.1 still has a relatively large install base. Allowing full free-form RPG to be compiled to 6.1 from a 7.1 or 7.2 system would allow developers (especially ISVs) to begin using the newer syntax much more easily.

    The syntax supported by TGTRLS(V6R1M0) is the same as the syntax supported by the compiler on the actual 6.1 release. IBM has no plans to support full free-form in 6.1.
