Default the same location to the open path of the SQL script

The ACS Run SQL Scripts tool saves the last location of the last save of scripts, which is fine to a point. The ablilty to save results to a file also defaults to this same location.

Please change the product in one of two ways.

1. Default the file location to the same location as the script.
2. Add entries to the configuration to allow users to specify a location.


Use Case:

Open ACS Run SQL Scripts (GUISQL), save a script to a location, open GUISQL again, save another script to a different location, close and reopen GUISQL and open the first script. Make changes and use the Save As option. The defaulted location will be of the second script.
