Don't use Java for DB2 HTTP services

Currently the HTTPGETxxxx APIs (n1) require and use Java under the covers. As best I can tell this means a new JVM is started in each job that uses the APIs. This makes it incredibly slow on smaller systems and subsequently limits the use cases.

It would be much better to use something like curl or wget(n2).

Use Case:

The issue was discovered when making use of the RELIC Package Manager(n1) on a system with 480CPW, 4GB RAM, 500GB DASD.

    The CAAC has reviewed this requirement and recommends that IBM view this as a medium priority requirement that should be addressed.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.
