Provide method to suppress backslash as delimiter for IFS paths

IBM CL commands and the QJoStartJournaling and QJoEndJournaling APIs treat backslash characters as a delimiter and implicitly treat them as forward slash characters. The result of this is that there is now way for these commands and APIs to reference paths with backslashes in them. Please define an IBM environment variable (e.g. QIBM_BACKSLASH_NOT_DELIMITER) that can be specified at the system or job scope and suppress the special treatment of backslash in all ways that commands can be invoked (command line, QCMD, QCAPCMD, QCMDEXC, rexec, ftp, etc.)
It is unacceptable that these commands and APIs are prohibited from being used directly on any IFS path that contains a backslash.

NOTE: PMR 32211,756,000 has additional information and implementation options.


Use Case:

Replication products must act on IFS paths as presented in journal entries and as they exist on the system. These products do not have any influence or control over the characters used in the names.

    The CAAC has reviewed this requirement and recommends that IBM view this as a “nice to have” low priority feature.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.
