DB2 manual control within Power/HA

Smart Assist menus only allow for the use of the SAP API to stop SAP and have Power/HA not interfere with the manual stop. It should be possible to also honour a manual stop of DB2 as well.

    After Multiple discussions with Db2 team we do not have the correct APIs to achieve this in DB2. so this will not be possible with DB2.
