Improve PowerHA SVC/FlashSystem ssh access security model

Today PowerHA requires unrestricted the Admin role via SSH to manage the copy relationships on SVC/FlashSystem family storage. In todays modern security environment this is unacceptable to have a full multitenant array have unrestricted SSH access sitting out on multiple AIX LPAR's to manage a very tight set of resources on the array. At a minimum the scope of the PowerHA SVC user should be restricted to the CopyOperator role. Today this is not supported by IBM not becuase it doesn't work but becuase it's not documented. Ideally PowerHA should transition to using the FlashSystem API not SSH keys with tightly controlled CopyOperator groups documented in a RedBook or other formal publications of supported configurations.
