add feature to predict if "verification + synchronisation" will bring resource group(s) down of not

When you make a change to the powerHA configuration on one node you have to run "Verify and Synchronize Cluster Configuration" to propagate the change to the other nodes. When you do that the smit panels will give you the following warning:
     "Depending on the nature of the changes, this operation CAN disrupt
     the applications currently under PowerHA SystemMirror control."

With the current versions of PowerHA it is not possible to predict if the synchronisation will bring down the applications or not. (confirmed by development team) 

It would be a good thing to know in advance if you need to plan a maintenance window or not. PowerHA is normally only used for those environments where downtime (planned or unplanned) is supposed to be minimal.
