Make the RG processing more parallel

Here the description the customer put into the PMR.

Hi,
We have PowerHA cluster with several resource groups in it.
When we make failover of complete node (all resource groups) to another
node we noticed that all volume groups must be varryed on and all
filesystems from all resource groups must be mounted before first
resource group brings up application.

Is there possibility in PowerHA that resource groups doesn't influence
on each other during resource group startup. In other words is it
possible to configure PowerHA that bringing up of resource groups will
be fully processed in parallel?
There are no resource group dependencies defined in our configuration.
