PowerHA 7.1.3 tiebreaker disk with PowerPath 6.1

Client has PowerHA 7.1.3 installations with PowerPath 6.1. He would like to use tiebreaker disk as split/merge policy.
EMC has introduced PR_exclusive reservation in PowerPath 6.1 and EMC support says:
"Support for PR_exclusive reserve_policy on EMC hdiskpower devices: This support allows hdiskpower devices to set Tiebreaker disk in PowerHA."
Moreover EMC official documentation confirms that PP 6.1 introduced PR_exclusive and it's supported with PowerHA tiebreaker disk: https://uk.emc.com/collateral/TechnicalDocument/docu5126.pdf page 356.

Nevertheless IBM support confirms in 25630,820,820 PMR that tiebreaker is NOT supported with any PowerPath version.

    .PowerHA EMC Powerpath can be used for repository disk but not for the tiebreaker ,same mentioned in IBM knowledge center . https://www.ibm.com/support/knowledgecenter/en/SSPHQG_7.2/concept/ha_concepts_tiebreaker.htm
