Tie Breaker disk add site priority

It will be useful if we would add a priority option to the tiebreaker solution.
The idea is:
- If the system with a lower priority will do a sleep of some seconds (need to be configurable), before it tries to get hold of the Tie-breaker. This would give the system with the higher priority a better chance to get hold of the tiebreaker.
- For instance:
- - The default for a Mutual Takeover cluster would be with equal priority. No additional sleep. Like it is today.
- - For a active/passive setup. The default will be that the active one will do No sleep and the passive one will wait for a few seconds (need to be configurable).
Well, there also should be a way to change these defaults.
