rsyslog support for PowerHA

Power HA does not support rsyslog facility.
Because syslog facility and operations are hardcoded in Power HA. In cllog script also we can see /etc/syslog.conf is hardcoded.
Hence, the AIX support recommended using AIX syslogd facility.

Due to security reason, rsyslog is required for PowerHA by the customer. AIX syslog does not provide the possibility to log activities of any user.
And this is a required topic by the security department.
