PowerHA - Enhance checks in cl_activate_fs in case of non NODE_DOWN events to prevent dual mount of file system

In step "cl_activate_fs" PowerHA has to bring the file system online in the case a NODE_DOWN event has happened.

Current Behavior:
The behavior of node2's RG takeover logic calling fsck is behaving as designed. This operation deactivates the mount guard to allow the takeover node to exercise its inherent authority to perform the RG takeover.

Hard lessons learnt showed that the assumption that with the exception of NODE_DOWN situations the file system on Node 1 is cleaned without errors is not always true and errors not detected before by Power HA or the administrator may could occur as well.

Therefore, even when several checks were done before, with the high impact it could cause it would be important to double check again if we really have a NODE_DOWN event before using the last line of defense and override the AIX mount guard option.
