PowerHA manage/unmanage - add an option to not run startup scripts on manage

We have a lot of PowerHA clusters - but many do not have application server monitoring configured, and many are old and we do not want to retrofit to configure them.

Due to this, we cannot use the manage/unmanage functionality, as it will run the defined application server start scripts when the resource group is brought back online from unmanaged state, which can break the applications.

This is more of a concern with other recent tools requiring or recommending the use of the manage/unmanage functionality, such as Live Partition Mobility (recommended), and Live Kernel Update (required).

My proposal is to add a new option for PowerHA application server monitoring - to not run application server start scripts when moving from unmanaged to managed (back to online).

I know there is the workaround of creating "dummy" monitors with a script to just "exit 0" to work around this issue so start scripts are not re-run, but this seems like a workaround to an undesired behaviour at PowerHA functionality level- it would be better for PowerHA to have the option to handle resource groups without monitors configured.
