PowerHA Stop After Dependency WITHOUT failover behavior modification

Explanation:
The current Stop After dependency modifies behavior on failover. Take for example if RG1 must stop after RG2. Then, if RG1 fails over, RG2 will be bounced under the current dependency logic. I would like a dependency where RG1 must stop after RG2, but if RG1 fails over, RG2 will be unaffected.

Reasoning:
Previously the Resource Group Process Ordering option was available to facilitate setting an order for RGs to start or stop in without affecting failover behavior. However, in recent versions of PowerHA, there is a notice that the Process Ordering feature will be retired. I would like to keep the same behavior that Process Ordering gives, but use Dependencies to do it, and I cannot do that for the Stop After dependency as it is currently coded.
