Add function "MONITOR_INTERFACE" in AIX 7.2 TL4

We have to stop the multicast executed by PowerHA.
The function of MONITOR_INTERFACES is deleted in AIX 7.2 TL4, there is no other way to stop the multicast.

    According to CAA team this logic is builtin to the code now and will be run when there is no traffic.

    CAA can use multicast or unicast mode. No specific requirement on network hardware for CAA unicast mode. Recommended mode is Unicast.
    CAA uses TCP/IP sockets for Unicast communications.

    CAA uses multicast or IGMP ping( not to be confused with the communication modes: unicast/multicast ) only when there is no incoming traffic on an interface, and CAA has to has to validate the health of the interface. It sends a ping request to Group : 244.0.0.1. I Group 244.0.0.1 is turned on by default on all AIX boxes. All this does is generate some incoming traffic from the LPARS within the same CEC, or local machines within the same subnet.. There is not need to make any change the switch.

    You can verify this by using: ping -I 224.0.0.1
