Straighten Event handling in PowerHA / SystemMirror

PowerHA uses "events" to handle transitions to various states. (At least some of) These events are poorly described in the documentation and the usability of PowerHA would greatly profit from an improvement there.

Furthermore - as described in the attached support case - it is not always clear why a certain event is used in one situation and another in a (seemingly) identical situation.

i.e. when moving a resource group in a two-node rotating cluster from one node to the other the event "release_service_addr" is raised and processed, but moving the resource group back "release_takeover_addr" is raised and processed instead.

Both these events have an identical description and it is not clear why there are two events which seem to handle the same transition, just in different directions.

My suggestion is to either document the events in a way that clarifies what the differences between these two are or - if they serve the essentially same purpose anyway - to replace them by one such event.
