Making an AIX full-system partition bootable on systems with IFL enabled cores

A full-system partition created on a Power9 box that has IFL enabled cores is unbootable. Leads to a B700F121 error. On Power8 a simple chsyscfg command allowed for reducing the CPU count on a full system partition profile, to exclude the IFL enabled cores and allow for the partition to boot. This feature is disallowed on Power9.
chsyscfg -r prof -m cdc1vsip65 -i "name=full,lpar_name=cdc1vsip65full,desired_procs=4"
An error occurred while changing the partition profile named full.
The attributes desired_procs are not valid for a partition profile that is using all of the managed system's resources. Correct the configuration data and try the command again.

    .The problem can be circumvented as follows:
    1. Create a new profile that is not an all resource profile. For simplicity, you can just use the HMC defaults as the values will be overridden.
    2. Activate the partition with the full resource profile to at least SMS and then power off.
    3. Change the default profile to the new profile.
    4. Use the chhwres HMC CLI command to remove the IFL cores.
    5. Delete the all resource profile.
    6. Save the current configuration and select the option to overwrite the new profile. This will create a profile that is not a full resource profile that can be changed at anytime.
