Add Power Systems Hardware to the ibm-power-systems.ideas.ibm.com

The hardware side of Power Systems seems to be missing in this tool. I had to choose "Power Systems: Systems Design" as the closest category which is strange because this doesn't show up in the list of supported categories here: https://www.ibm.com/support/pages/node/6491599 except for "IBM Engineering - Systems Design". A customer looking for Power Hardware enhancements is not going to know to look there. Just say "Power Hardware" or "Power Systems Hardware"

    We are working on changing the label from "Systems Design" to "Power Systems Design"
