Make the control panel more physically accessible (specific issue starting with Power 9 Tower models).

It would be useful so anyone actually using the control doesn't have to lay on the floor to read it. It should be readily accessible for anyone using it. (i.e. Performing system installs, repairs, etc. when physical access is needed to it.)

    In the tower model, the control panel is located at the top of the server which is easily readable.

    Rack mount servers have the control panel located towards the upper middle of the platform which might be difficult to see if a server is in the bottom of a rack.

    All of the codes on the control panel are available through the ASMI for ease of use and remote viewing.
