powervc support sr-iov vnic via HMC

Many banking clients want to use sr-iov and PowerVC, but they donot want NovaLink, because they have HMCs. So they want PowerVC can support SR-IOV via HMC.

    .SR-IOV is now supported on HMC managed systems, as well as NovaLink managed systems. HMC support is introduced in PowerVC 1.4.2, which was released on Dec 14, 2018.

    The lack of this support is the only factor we can't implement / take the advantage of PowerVC. We have a dozen of E850Cs to be implemented with vNIC through HMCs. Not sure why IBM can't make it a priority as vNIC will become the most popular implementation of the network virtualization on IBM Power.

    If IBM wants to have more customers to adopt PowerVC, the vNIC support has to be added ASAP. Period.
