Split host definition in SVC into 2 entries to avoid degraded hosts

PowerVC creates a single host definition in SVC and adds all VFC WWPNs (active ones and inactive ones used during LPM) to it. This results in a SVC host definition, which is always marked as degraded. Customers usually creating 2 host definitions (one with all active VFC WWPNs and one with all inactive VFC WWPNs).

It would be very useful to have this option also in the PowerVC Cinder driver (maybe even as default).

    Small update on this topic: With Storewize version 8.3.x it is possible to setup a redundancy policy for hosts. Setting it to 50% would mark the host as online and no longer degraded, as soon as at least half of the ports/wwpns are online.     So, I don't think that we need to add the feature anymore in PowerVC, to allow split host definitions on Storewize products. But we should mention this redundancy policy in the PowerVC documentation.
