PowerVC advanced user role without deleting capability

We are trying to onboard/manage all existing PowerVM Hosts/VMs under PowerVC. Now every user role which can make change can also do delete VM including volumes. This is a potential disaster when we want our Tier-1 system admin team use PowerVC instead of HMC. So if there is a way to restrict the delete function or a new advance role which doesnt have delete capability will be appreciated. This concern preventing PowerVC roll out.
