Enable filtering SR-IOV RoCE adapters for deploys

With IBM I R740 supporting DB2 Mirror over RoCE, we would like the ability when deploying IBM I LPARS to have the ability to only deploy against the RoCE Adapters vs a random selection of the SR-IOV adapters.

This will allow us to deploy multiple IBM I LPAR's with the correct network adapters to support the DB2 Mirroring vs post insta.
