Powervc: add support for very Long timeout waiting for Cisco swith with Enhanced Zoning

Cisco switches , on zone update may not commit the zone within 30 seconds, If enhanced zoning is enabled (customer knows that isn't supported with PowerVC), PowerVC will timeout the request waiting for a show zone to return answer other than "commit in progress".

Customer ,knowing the risks of using enhanced zoning, and SHARING the fabric with other applications, would like PowerVC to allow a wait longer than 30 seconds on the fabric zoning.

Customer would like a new timeout option for the fabric configuration

    .Thank you for your suggestion ??? This is getting delivered in PowerVC 2.0, there was already a cisco_wait_retry config option. But this was not working as expected. This will be fixed in 2.0 and the config option can be used to increase the number of retries.
