Need to fix the CPU utilization graph

Issue: CPU utilization graph is not matching to other tools example lpr2rrd
1. CPU utilization graph scale representation is in %, whereas other performance tools representing in core base. Please change accordingly.
2. The average CPU utilization graph is always flat due to the the time used to average the values
3. The time zone which is using the graph is not local. correct the same.
4. We should be able to switch the data between CPU % and number of cores (in order to compare with other tools like LPAR2RRD, Grafana, even the HMC performance dashboard)
5. The graph should include more graphs, based on multiple indicators (VP, EC, aggregated graph based on each LPAR..)
