Let client choose the LPAR ID of PowerVC Deployment

The Current PowerVC Driver does not let you choose the LPAR ID to be specified.
However we have seen cases in the field that the customer wants to choose the LPAR id to be used for deployment.
Major reasons are because
1. HMC taskroles rely on LPAR IDs
2. LPAR ID keeps changing during LPM/IPM if we do not give a unique ID.
3. Shell Scripts maintained by customers sometimes rely on LPAR IDs

    Thank you for the suggestion. Long-term, we don't want to have users concerned with the underlying LPAR IDs, especially as the industry transitions to cloud automation deployment tools. The IDs are automatically generated so that uniqueness can be safely assumed. This is done to enhance overall usability for the platform and hide some of the 'inner details' from users for a better overall customer experience. Thanks again for the suggestion; please keep them coming!
