Specify the boot device order for the operating system volumes when deploying a VM with a mirrored image using PowerVC.

Some customers may require the specific storage pool to be set as hdisk0.

However, when deploying a mirrored OS image from a different storage pool, PowerVC can not control the boot device order, resulting in  hdisk0 being defined as the unwanted storage pool.

The boot_index, such as /usr/lib/python3.9/site-packages/nova/compute/api.py and /usr/lib/python3.9/site-packages/openstackclient/compute/v2/server.py, in the PowerVC code appears to be controlled.
However, the current version may allow a boot index of either 0 or -1.


I wonder if it can be controlled and the 'boot_index = 0' refers to the first boot device (hdisk0) and 'boot_index = 1' refers to the second boot device (hdisk1).
